To enforce accountability, the UPA-A will launch a new Paddle Compliance Protocol starting in January 2026. Quarterly, the UPA-A will randomly select three brands and purchase five paddles of a chosen model from independent retail channels. If two or more of those paddles fail subsequent testing, the manufacturer will receive a Notice of Non-Compliance. While a first offense currently incurs a $1,000 fine in 2025, penalties will sharply increase in 2026. Crucially, a third violation will trigger an investigation that could result in substantial consequences, including suspensions, removal from the certification list, and fines up to $50,000.
